The Eleventh Five-Year Plan for Renewable Energy Development>
The "11th Five-Year Plan for Renewable Energy Development," issued by the National Development and Reform Commission, highlights a strategic shift toward sustainable energy sources. By 2010, the goal is to increase renewable energy's share in total energy consumption to 10%, up from 7.5% in 2005. This would equate to approximately 300 million tons of standard coal equivalent annually. The plan also aims to significantly reduce emissions, including over 400 million tons of carbon dioxide and 3 million tons of sulfur dioxide.
Renewable energy development is positioned as a key solution to energy shortages, environmental degradation, and rural poverty. The plan focuses on expanding access to electricity in remote areas, improving energy efficiency, and boosting technological innovation in renewable sectors. It emphasizes the need for stronger R&D capabilities and industrial growth in this field.
In hydropower, the country plans to add 73 million kilowatts of new capacity, including 13 million kilowatts of pumped storage. By 2010, total hydropower capacity is expected to reach 190 million kilowatts, with conventional hydropower accounting for 31% of that. Several major projects, such as Xiangjiaba and Baihetan, are set to be developed.
Biomass energy will see increased investment, with biomass power generation reaching 5.5 million kilowatts, and biofuel production rising to 2 million tons of ethanol and 200,000 tons of biodiesel. Rural biogas digesters will expand to 40 million households, with large-scale projects reaching 6,300 units.
Wind power is also a priority, with an additional 9 million kilowatts of capacity added by 2010. Large wind farms and coastal projects in Gansu, Inner Mongolia, and Jiangsu will be developed to support this growth.
Solar energy initiatives include installing 150 million square meters of solar water heaters and 300,000 kilowatts of solar power capacity. Demonstration projects for grid-connected photovoltaic and thermal power will be launched.
Rural renewable energy efforts aim to boost biogas production to 15 billion cubic meters and install 50 million square meters of solar heating systems. Solar cookers will also be widely adopted.
To support these goals, the government will implement favorable fiscal and tax policies, provide financial incentives, and establish a dedicated research agency. Grid companies and oil firms will play critical roles in integrating renewables into the national energy system.
These measures are designed to create a stable, growing market for renewable energy, ensuring long-term sustainability and economic benefits for all.
