The "Eleventh Five-Year Plan for Renewable Energy Development," released by the National Development and Reform Commission, highlights the growing importance of renewable energy in China's energy strategy. By 2010, the plan aims to increase the share of renewable energy in total energy consumption to 10%, up from 7.5% in 2005. Major projects on the Jinsha River and other key waterways will be developed to support this growth. Biomass energy is also a focus, with targets for power generation, fuel ethanol, and biogas. By 2010, biomass power capacity is expected to reach 5.5 million kilowatts, and over 40 million households will have access to biogas digesters. These efforts aim to commercialize biomass energy and create a strong domestic industry. Wind energy is set to expand significantly, with an additional 9 million kilowatts of capacity added by 2010. Large-scale wind farms and offshore projects will be prioritized, especially in regions like Gansu, Inner Mongolia, and coastal areas. Solar energy is also advancing, with solar water heaters reaching 150 million square meters and solar power capacity hitting 300,000 kilowatts. Rural renewable energy initiatives are central to the plan, aiming to provide clean energy solutions to remote communities. Solar cookers, water heaters, and biogas systems will be widely deployed to improve quality of life and reduce reliance on traditional fuels. To support these goals, the government is implementing favorable fiscal and tax policies, including subsidies, incentives, and special funds for research and development. Grid companies and oil firms are also being directed to integrate renewables into the energy system, ensuring reliable access and market growth. Finally, a national research and development agency will be established to coordinate efforts, enhance technical capabilities, and promote long-term industrial development in the renewable energy sector. This comprehensive approach reflects a strong commitment to a cleaner, more sustainable energy future.
