Chemical high-risk projects must pass safety evaluation

On January 17, a reporter learned from the State Administration of Work Safety that China will introduce its first set of specific regulations for the safety evaluation of hazardous chemical construction projects. These rules are set to go into full effect after a one-year trial period starting in 2008. This initiative aims to enhance safety measures and reduce the likelihood of hazardous chemical-related accidents. According to the official briefing, the administration has recently issued the "Rules for the Safety Assessment of Hazardous Chemical Construction Projects (Trial)". The document outlines the scope and procedures for conducting safety assessments on new, expanded, or renovated facilities involved in the production and storage of hazardous chemicals. It also applies to chemical production facilities that involve dangerous substances. The assessment process includes preparatory work, hazard identification, division of evaluation units, selection of evaluation methods, analysis of risk levels, development of safety recommendations, communication with project owners, and the final preparation of the evaluation report. The "Detailed Rules" will officially take effect on January 1 this year, with a one-year trial period. Before the end of this period, the rules will be revised and published as an official version. The administration has also instructed that any safety evaluation reports prepared before January 1 but not yet submitted to the licensing authority must be updated to meet the new requirements outlined in the "Detailed Rules". It is reported that the foundation for these evaluations was previously based on general guidelines such as the "General Safety Assessment", "Pre-evaluation Guidelines for Safety", and "Guidelines for Safety Acceptance Evaluation". These were applicable across various industries. Now, for the first time, China has introduced specific rules tailored for hazardous chemical construction projects, aiming to improve clarity, consistency, and rigor in the evaluation process. Currently, the access system for hazardous chemical projects remains incomplete, with no strict safety standards for processes, design, and construction. Many projects lack proper safety reviews or guarantees, leading to unauthorized construction and contributing significantly to accidents. Safety evaluation is a critical step in the early stages of any project. By identifying and analyzing potential hazards and risks, it helps determine the likelihood and severity of accidents, enabling the development of effective preventive measures and informed management decisions. This ultimately supports achieving the lowest possible accident rate, minimal losses, and optimal safety investment returns.
