Chemical high-risk projects must pass safety evaluation

On January 17, a reporter learned from the State Administration of Work Safety that for the first time, China will introduce detailed regulations for the safety evaluation of hazardous chemical construction projects. These rules will be implemented after a one-year trial period starting in 2008, aiming to enhance safety and reduce the likelihood of chemical-related accidents. According to an official briefing, the administration has recently released the "Rules for the Safety Assessment of Hazardous Chemical Construction Projects (Trial)." This document outlines the scope of application and procedures for conducting safety assessments. It mandates that all new, renovated, or expanded facilities involving dangerous chemicals—whether for production, storage, or related chemical processes—must undergo a comprehensive safety evaluation. The evaluation process includes several key steps: preliminary preparation, hazard identification, division of evaluation units, selection of appropriate assessment methods, analysis of risk levels, development of safety recommendations, communication with project developers, and the final preparation of the safety report. The "Detailed Rules" will officially come into effect on January 1 this year, with a one-year trial period. Before the trial ends, the administration will finalize and publish the official version. Additionally, any safety evaluation reports completed before January 1 but not yet submitted to the licensing authority must be revised according to the new guidelines. It is reported that prior to these rules, safety evaluations were based on general standards like the "General Safety Assessment," "Pre-evaluation Guidelines for Safety," and "Guidelines for Safety Acceptance Evaluation." These were applicable across various industries. However, the newly introduced specific rules mark the first time such detailed regulations have been applied to hazardous chemical projects in China. The goal is to improve the standardization and precision of safety assessments in this critical sector. Currently, the access system for hazardous chemical projects remains incomplete, with no strict safety requirements for design, construction, or process selection. Many projects lack proper safety reviews, leading to unauthorized construction, which is a major cause of accidents. Safety evaluation is now considered an essential step in the early stages of any project. By identifying and analyzing potential hazards, it helps assess the likelihood and severity of accidents, enabling better decision-making to minimize risks, losses, and optimize safety investments.
