Shandong's high concentration of fertilizers is expected to exceed 96%

Shandong Province, which holds an important position in the national chemical fertilizer industry, officially issued the “Guidelines for the Adjustment and Rejuvenation of Chemical Fertilizer Industry in Shandong Province” on May 11th. The "Guidance Opinions" proposes that by 2011, the technological and equipment level of Shandong backbone fertilizer companies will approach the world's advanced level, the comprehensive energy consumption of synthetic ammonia will be at the national advanced level, the proportion of high-concentration fertilizers will exceed 96%, industrial clusters will be promoted, and the industrial layout will be optimized. Major economic indicators such as sales income, profits and taxes, and profits have increased by an average of 15% or more annually.

It is understood that nitrogen fertilizer production in Shandong Province ranks first in the country for many years in a row, and phosphate fertilizers also occupy an important position in China. However, in Shandong Province, there is a small monomer plant in the fertilizer industry, and there is a lack of backbone leading enterprises. All of the raw materials used by the nitrogen fertilizer enterprises come from outside the province, and raw materials have high dependence on foreign materials.
According to the "Guiding Opinions," Shandong will effectively strengthen the construction and management of fertilizer projects and strictly control the construction of excess capacity projects such as nitrogen fertilizers and compound fertilizers. The implementation of the energy consumption quota review system for the unit products of the fertilizer industry, where higher than the provincial standard, the investment authority shall not approve or file the record.

In the next three years, the main body of Shandong fertilizer industry will be included in five regional industrial clusters to enhance the ability to respond to market risks; relying on the national engineering research center of coal chemical industry and provincial and municipal enterprise technology centers, do a good job in the fertilizer industry production technology and backup projects R & D; technological innovation highlights four key points, namely the adjustment of raw material structure, energy-saving emission reduction transformation, new product development, scientific fertilization and new fertilizer development.

According to “Knowledge Opinions”, Shandong Province transformed 20% of the nitrogen fertilizer raw material structure into benzene coal gasification through the implementation of transformation of raw materials for nitrogenous fertilizer production, and used local materials to reduce the dependence on Shanxi anthracite; energy saving and emission reduction focused on the promotion of integrated energy-saving technologies for gas generation. Synthetic ammonia production saves electricity, new technology and new equipment; supports fertilizer production companies to appropriately extend the product chain, produce formaldehyde, formic acid, acetic acid, dimethyl ether and other products, and increase product added value. At the same time, speed up the development of new types of fertilizers and encourage chemical fertilizer production enterprises to actively develop new technologies such as coated-controlled release fertilizers, inhibitor-based slow- and controlled-release fertilizers, efficiency-improved controlled-release fertilizers, and amino acid-chelated fertilizers and new varieties of chemical fertilizers.

The relevant person in charge of the Shandong Provincial Economic and Trade Commission stated that after years of development, Shandong Province has become China's leading fertilizer production base. To adjust and revitalize the chemical fertilizer industry in Shandong, we must rely on existing enterprises, strictly control the total production capacity, speed up the adjustment of raw material routes, product mix, and energy-saving, environmental protection, and safe technological transformation. The release of the "Guiding Opinions" will speed up the construction of the Shandong fertilizer industry cluster and promote Shandong's leap from the chemical fertilizer province to the chemical fertilizer province.
