4. According to the needs, certain waters and land areas can be demarcated outside the secondary protection zone of drinking water surface water source as the quasi-protection zone for drinking water surface water source. The water quality standard of the quasi-protected area shall ensure that the water quality of the secondary protected area can meet the prescribed standards.

5. Drinking water surface water source protection zones and quasi-protection zones must comply with the following regulations: All activities that damage the ecological balance of the water environment and activities that destroy water-source forests, revetment forests, and vegetation related to water source protection are prohibited; dumping into waters is prohibited. Industrial waste, municipal waste, manure and other wastes; ships and vehicles transporting toxic and hazardous substances, oils and manure are generally not allowed to enter the protected area. Those who must enter should apply in advance and be approved, registered and set up with anti-seepage by relevant departments. Anti-overflow and leak-proof facilities; prohibit the use of highly toxic and highly residual pesticides, do not abuse chemical fertilizers, and do not use explosives or drugs to kill fish.

6. The drinking water source water source protection zones and quasi-protection zones must comply with the following regulations: (1) First-grade protection zone: construction projects that are not related to water supply facilities and water conservation are prohibited from being built or expanded; water discharge to the waters is prohibited. When the total amount of emissions does not guarantee that the water quality in the protected area meets the prescribed standards, the sewage load must be reduced.

2. Division and protection of drinking water groundwater source protection zones

1. The drinking water groundwater source protection zone shall be delimited according to the geographical location of the drinking water source, the hydrogeological conditions, the quantity of water supply, the mining method and the distribution of pollution sources.

2. The water quality of drinking water groundwater source protection zone should meet the requirements of GB5749-85 Sanitary Standard for Drinking Water in the State. The scope of the groundwater source protection zones at all levels shall be determined according to the local hydrogeological conditions and shall ensure that the required water quality standards are met when the planned water volume is mined.

3. The first-grade protection zone for drinking water groundwater is located around the production well. Its function is to ensure that the water collection has a certain lag time to prevent the pollution of general pathogens. The recharge zone that directly affects the quality of the production well can also be classified as a primary protection zone if necessary.

4. The secondary protection zone for drinking water groundwater source is located outside the primary protection zone of drinking water groundwater source. Its function is to ensure sufficient lag time for water collection to prevent other pollution than pathogens.

5. The drinking water groundwater quasi-protection zone is located in the main recharge area outside the secondary protection zone of drinking water groundwater source. Its function is to protect the water source and water quality of the water source.

6. Drinking groundwater source The protection zones and quasi-protection zones at all levels must abide by the following regulations: It is forbidden to use sewage, other cracks, seepage wells, karst caves, etc., and other harmful wastes; it is forbidden to use the pores, cracks and caves of the permeable layer. And abandoned mine pits store oil , natural gas , radioactive materials, toxic and hazardous chemical raw materials, pesticides, etc.; local groundwater sources shall not be contaminated when artificially recharged groundwater.

7. The drinking water groundwater source protection zones and quasi-protection zones must comply with the following regulations: (1) Class I protection zone: construction of buildings unrelated to water intake facilities is prohibited; farming and animal husbandry activities are prohibited; dumping and stacking are prohibited. Industrial waste and municipal waste, manure and other hazardous waste; channels, pipelines and oil pipelines that are prohibited from transporting sewage pass through this area; construction of oil depots is prohibited; and cemeteries are prohibited. (2) Secondary protection zone: For the groundwater source of the aquifer, it is forbidden to construct chemical, electroplating, leather, papermaking, pulping, smelting, radioactivity, printing and dyeing, dyes, coking, oil refining and other enterprises with serious pollution. It is forbidden to rectify, transfer or relocate within a time limit; it is forbidden to set up urban garbage, manure and easy-to-dissolve, toxic and hazardous waste dumping yards and transfer stations. The existing stations should be relocated within a time limit; it is forbidden to use unpurified sewage to irrigate farmland. Existing sewage irrigation farmland should be converted to clear water irrigation within a limited time; chemical raw materials, mineral oils and toxic and harmful mineral products must be protected from rain and anti-seepage measures. For the groundwater source of confined aquifers, the mixed mining of confined water and diving is prohibited, and the water stopping measures for diving are made. (3) Quasi-protected areas: It is forbidden to build urban garbage, manure and dumping stations with easy-to-dissolve and toxic and hazardous wastes. If special needs are needed to set up transfer stations, they must be approved by relevant departments and take anti-leakage measures; When the source is surface water body, the water quality of the surface water body shall not be lower than the Class III standard of GB3838-88 Surface Water Environmental Quality Standard; the sewage that does not meet the GB5084-85 Farmland Irrigation Water Quality Standard shall not be used for irrigation, and the fertilizer shall be used reasonably; Protect water source forests, prohibit deforestation and land reclamation, and prohibit non-updated logging of water source forests.

3. Supervision and management of pollution prevention and control in drinking water source protection areas

1. The environmental protection departments of the people's governments at all levels shall, in conjunction with the relevant departments, make pollution prevention and control work for drinking water source protection areas and formulate and promulgate regulations on pollution prevention and control of local drinking water source protection areas in accordance with the requirements of the local people's government.

2. The drinking water source protection zone shall be jointly demarcated by the local environmental department in conjunction with relevant departments of water conservancy, geological minerals, sanitation, construction, etc., and reported to the people's government at or above the county level for approval. The methods for demarcation and management of drinking water source protection areas across provinces, municipalities and counties shall be jointly agreed by the people's governments at all levels within the scope of protection and reported to the people's government at the next higher level for approval.

3. The departments of environmental protection, water conservancy, geology, minerals, sanitation, construction, etc. shall, in conjunction with their respective duties, implement supervision and management of pollution prevention and control of drinking water source protection areas.

4. When a sudden accident causes or may cause pollution of drinking water sources, the person responsible for the accident shall immediately take measures to eliminate the pollution and report to the local city water supply, sanitation and epidemic prevention, environmental protection, water conservancy, geological minerals and other departments and the competent department of the unit. The environmental protection department shall organize the relevant departments to investigate and handle according to the requirements of the local people's government, and take necessary measures to mitigate the losses if necessary after approval by the local people's government.
