The fire originated in the first-floor apartment belonging to Allen "Al" R. Jacobs, a well-known figure in the community. Jacobs, 47, had been confined to a wheelchair since a car accident during his teenage years, and his friend Randy Albrecht expressed concerns about how Jacobs might face emergencies given his mobility limitations.
