The Dongfeng Hafei cooperation that has been brewing since the end of last year has not been as smooth as the cooperation with South Africa. Since last week, news of the East-Kazakhstan cooperation after the establishment of the new China National Aviation Corporation has continued to bleed. Recently, the reporter learned that the East-Kazakhstan cooperation talks have not been shelved, but it has fallen into a difficult tug of war.

Eruption "murmur"

“The negotiations between Dongfeng and China Aviation have been shelved. The cooperation between PSA and Hafei will soon be signed.” On the morning of June 14, the middle class of Hafei Automobile Sales Corporation told the reporter privately. On the same day that he spoke, AVIC Group 1 and AVIC II Group announced the merger of the new CNAC in a joint hotel. Two days later, the new CNAC set up a preparatory group.

The different opinions that were hidden in the heart broke out due to the merger of Yi Hang and Er Hai Hang. This is the first time that "Donghak cooperation" has brewed for the first time in half a year. The news has caused a lot of turmoil in the automotive industry.

The reporter learned that there are indeed different voices in the preparatory group. One of the voices was in favor of the divesting of the auto business as originally planned; the other voice was the desire to reorganize and integrate the auto and auto businesses of the first flight and the second flight. In the new CNAC, a special business unit was set up to conduct business management and conduct independent accounting.

It is reported that in recent days, the new CNAC Preparatory Group has reached a consensus and the new group will continue to develop the automotive business. Because Zhang Hongyi, the general manager of the China Aviation 2nd Group that had previously promoted cooperation with Dongfeng, had already been transferred to the National People's Congress, and did not enter the preparatory group, Lin Zuoming had no major resistance in the preparatory group.

In addition, some members of the Second Airlines, especially Hafei, also resisted the entry of Dongfeng. The reporter learned from Hafei's internal knowledge that Hafei hopes to have a separate joint venture with PSA to develop independently and does not want to become a company managed by Dongfeng. "Hafei has never been badly developed. Why do we need a Dongfeng?" insiders asked reporters.

Fall into a saw

It is reported that after the news broke out, Dongfeng was very nervous and even searched for sources of information.

However, this kind of sawing is not yet enough to let the negotiations lapse. The reporter learned that at the end of last year when the China Aviation 2nd Group and Dongfeng began to discuss cooperation, it was conducted under the coordination of the SASAC and the former Commission of Science, Technology and Industry for National Defense. Therefore, the cooperation between the two sides has been filed with the SASAC and there is no possibility of easily canceling cooperation.

A SASAC official told reporters that the SASAC still hopes that the central SOEs will make the main business bigger and stronger, and the associated business is not high. He said that the SASAC will announce every year which central enterprises should do their main business, in order to supervise their central SOEs.

The automobile business is not the main business of the AVIC II Group. Nor is it the main business after the establishment of the new CNAC in July. Therefore, the separation is a matter of course. The insider revealed that the two sides have not reached a consensus on a series of issues during the negotiations. That is, in the tripartite joint venture between Dongfeng, AviChina, and Hafei, how much cash should Dongfeng provide and how much equity it should own. Hafei should fund all assets. .

"If Hafei is to invest all its assets, it is related to whether Hafei can independently enter into a joint venture with PSA," said Lin Muhong, an auto analyst at Industrial Securities. This is Dongfeng's most concern.

According to the preliminary agreement in February of this year, Hafei's ambiguous expression in the three-party joint venture is to invest in part of the assets. In other words, Hafei will retain the status of an independent legal entity and retain the possibility of a joint venture with PSA. This is obviously the result that the east wind cannot tolerate. It is reported that during the negotiations, Dongfeng proposed that all the assets of Hafei enter the joint venture company. In the future, Dongfeng will take a controlling position. This formulation immediately attracts opposing opinions.

Zhang Kanghong, deputy head of the Hafei Party Group Work Department, said that there is no news that can be announced and everything is waiting for the decision of the superior AVIC.

At present, both parties have delayed the negotiation until the end of the year. On June 6, Dongan Dynamics disclosed that since AviChina and Dongfeng Motor have not signed relevant agreements, the company's new supervisory board will be postponed until December 31, 2008.

The progress of the East-Kazakhstan cooperation negotiations directly affects the possibility of cooperation between PSA and Hafei. Peugeot Citroen public relations person Jin Hong said that so far the two sides have not discussed a formal result, so the joint venture program has not yet submitted to the relevant ministries for approval.
