How many black “black†hands are after auto repair?>
In Shanghai, there are 5,181 registered auto repair businesses, with a turnover reaching 1.468 billion yuan. However, the industry is facing serious issues, as complaints have surged in the first half of this year, surpassing the total from the previous year. To uncover the truth behind these problems, a reporter, alongside the "Oriental TV Wide Angle" program and the Shanghai Automobile Maintenance Management Office, conducted an unannounced investigation into the local auto repair market.
Before the visit, we prepared a test vehicle: a 10-year-old Peugeot. A professional technician checked it and confirmed all systems were functioning normally. Then, we intentionally created a minor issue by removing the temperature control switch wiring to disable the air conditioning. This simple problem could be easily fixed, yet the experience revealed how some repair shops exploit customers.
At Ruihao Limousine Repair Shop on Caobao Road, the staff quickly identified the issue and claimed the temperature control switch was faulty. They said they had no spare parts and needed to order one. The process took over an hour, and the final bill came to 150 yuan — including 65 yuan for labor and 85 yuan for the part. But when we later tested the same component at a Volkswagen 4S store, it was found to be fully functional. According to the 4S store manager, the entire process should have taken no more than 30 minutes and cost just 16 yuan. The difference was staggering — nearly 10 times higher.
When the reporter returned to the shop with law enforcement, the owner denied any wrongdoing, claiming that most customers wouldn’t complain about a 100-yuan charge. It became clear that many consumers are being taken advantage of without even realizing it.
Next, we visited Xingde Senior Service Center. The technicians quickly fixed the wiring but then suggested replacing the relay, warning that an aging one could cause an explosion. They also added Freon and charged 200 yuan. After negotiation, we paid 180 yuan, and the technician provided a handwritten receipt instead of an invoice. However, when we checked with the 4S store, the relay’s actual cost was only 11.9 yuan, while the shop had marked it up to 80 yuan — a profit margin over five times higher than allowed by industry regulations. Moreover, not issuing an invoice is illegal.
At Tonghao Auto Repair Factory, the staff claimed a computer test was necessary to diagnose the ABS light issue. They sent us to another shop, where they advised replacing the front-left ABS sensor. However, after returning and adjusting the sensor slightly, the light turned off without needing a replacement. The repairman even waived the labor fee, charging only 20 yuan for cleaning fluid. Yet, the 200-yuan computer test fee remained. According to the 4S store, the actual time required was less than 30 minutes, costing just 16 yuan.
Many car owners choose independent repair shops over 4S centers due to lower costs. While 4S stores offer quality service, their prices are often significantly higher. As one Jetta owner explained, he prefers small shops for minor repairs because they are cheaper and efficient, as long as safety isn’t compromised. For budget-conscious drivers, saving money on repairs is crucial.
Despite this, the auto repair industry remains plagued by unscrupulous operators who take advantage of consumers’ lack of knowledge. Some exaggerate or fabricate problems, inflating repair costs by five to ten times. From a regulatory perspective, enforcing laws is challenging due to high enforcement costs and low penalties for violations. With over 5,000 repair shops, it's nearly impossible to monitor them all effectively.
Experts recommend that car owners educate themselves about common repair procedures, understand pricing structures, and be cautious of unexpected charges. If a repair shop suggests work beyond the original issue, consider refusing. Always keep a record of complaint numbers and report unfair practices promptly.
Ultimately, the key to protecting yourself lies in awareness and vigilance. By staying informed and choosing trusted repair services, you can avoid falling victim to unscrupulous operators in the auto repair industry.
