Development and Reform Commission: The special security case involves 12% of the tire industry

The relevant person in charge of the Industry Coordination Department of the National Development and Reform Commission said on November 24th that the negative impact of the special security case on China's tire industry not only involved 12% of production capacity, but also affected the supply of raw materials such as synthetic rubber and carbon black in the upper reaches, which would cause the operating rate of the enterprise. Problems such as declines and the lay-off of workers may even have a collateral effect.

The person in charge said that the special security case had a significant negative impact on China's tire industry. After tariffs were imposed, China’s tires could hardly be exported to the United States.

According to the statistics of the National Bureau of Statistics, in 2008, China produced 546 million tires (including motorcycle tires, and actual automobile tire production was 350 million), and exports 140 million, accounting for 40% of tire production, of which about 1/3 was exported to the United States. . Among the 46 million tires exported to the United States, domestic-owned enterprises have about 20 million car/light truck tires, foreign-owned companies have approximately 18 million car/light truck tires, and domestic-funded companies have about 8 million heavy-duty truck tires.

"China's tire industry is a completely open industry. Michelin, Bridgestone, Goodyear and other major multinational tire companies have manufacturing companies in China. Multinational companies can avoid the impact of tire special protection cases by adjusting the origin of tires exported to the United States. Therefore, the special case of tire protection has mainly hurt the interests of domestic-funded enterprises." The above-mentioned person in charge said that "the next step, related companies will actively appeal to minimize losses; encourage and support the restructuring of domestic backbone enterprises and mergers and acquisitions, the formation of large-scale tire companies The Group will form a large-scale tire enterprise group with scale advantages; appropriately control the growth of tire production capacity; will set up a tire R&D center and a tire testing ground, and build a technical R&D public platform to eliminate the impact of special security cases, etc.”.
