It is proposed that our province plans to implement a system for the release of rankings of urban atmospheric environmental quality, cities with unsatisfactory atmospheric environmental quality, or severely degraded cities. The environmental protection administrative department of the provincial people's government will interview the people in charge of the people's government in the region.

The bill first proposed that the people's government of cities that have not reached the national or provincial environmental quality standards should formulate a plan for meeting the deadline for the quality of atmospheric environment, open it to the public, and report it to the provincial government's environmental protection administrative department for the record. For an industrial park that does not meet the national or provincial environmental quality standards, the people's government that establishes the industrial park shall compile a plan to meet the deadline for atmospheric environment quality.

At the same time, the implementation of third-party air pollution prevention and control facilities. If pollution prevention and control is implemented by a third party, the operating unit shall bear the legal responsibility for the abnormal operation of the facility and the consequences of evading the supervision and illegal discharge of pollutants.

It is proposed that the administrative department of environmental protection of the people's government at or above the county level may employ supervisors as needed to detect and discourage illegal acts of atmospheric environmental protection. Not only that, but also the environmental protection administrative department of the people's government at or above the county level should establish and improve the environmental credit management database, environmental incentives, and credit disciplinary mechanisms, and incorporate them into a unified social credit system.

The bill also proposes that the motor vehicle should implement a regular inspection system for emission pollution, and the inspection agency should network the inspection process and inspection results with the competent department of environmental protection administration. The competent department of environmental protection administration of the provincial people's government shall establish a unified information platform for the management of emission of motor vehicles. The vehicle emission inspection information shall be networked with the traffic management department of the public security organ. Where the use of motor vehicle air pollutants has not passed the inspection, it shall not be allowed to drive on the road, and the traffic management department of the public security organ shall not issue the inspection mark.

The air vehicle's air pollutant discharge agency shall, in accordance with the provisions, inspect the emissions from motor vehicles. The inspection agencies that have the qualifications for the inspection of air pollutants emitted by motor vehicles, the technical safety inspections for motor vehicles, and the comprehensive performance testing of motor vehicles shall implement three-in-one inspections. Inspection agencies that do not yet have the conditions for three-inspection inspections shall carry out technological transformation.

The competent department of environmental protection administration of the people's government at or above the county level may supervise and predict the state of atmospheric pollution of motor vehicles traveling on roads through technical means such as remote sensing and monitoring, and the traffic management department of the public security organ shall cooperate with them. It is forbidden to drive vehicles with unacceptable emissions of atmospheric pollutants or obvious pollutants such as black smoke when driving.
